由於紐約州現行的「酒類管制法」(ABC Law)限制,紐約超市只能販售啤酒等低酒精含量酒,而購買葡萄酒仍需另赴酒品店。最新民調顯示,支持超市販酒的聲浪日益增強,華人超市業者亦認為,此舉將為超市與消費者帶來「雙贏」。

由紐約州主要超市及農場業者組成的「紐約州葡萄酒聯盟」(New York State of Wine),日前委託錫耶納學院(Siena College Research Institute, SCRI)進行民調。結果顯示,78%的紐約州選民支持允許超市販售葡萄酒,較2023年顯著上升。

酒類管制法可追溯至禁酒令時期。紐約州仍是全美僅存的的幾個禁止超市售賣葡萄酒的州之一,據紐約州「酒類管制法」,超市和藥店出售的啤酒、蘋果酒等酒類的酒精含量必須低於6%,且酒類產品數量不能超過總商品的四分之一。

●提案再推動 華人業者支持

州參議員克魯格(Liz Krueger)與州眾議員杭特(Pamela Hunter)已於今年初再提案,擬允許大型超市銷售葡萄酒,並鼓勵販售本地生產的葡萄酒。

法拉盛中美超市經理吳建錫表示,基本上每天都會有顧客詢問葡萄酒,卻只能失望而歸,「加州的超市可以販酒,但紐約不行,這讓消費者很不方便。」

吳建錫舉例表示,如果提案通過,消費者能在超市一次買齊,不必驅車去酒品店,既節省顧客時間,又能提升超市營收,對兩方來說是「雙贏」。

但吳建錫也坦言,開放超市販酒可能對現有的酒品專賣店帶來競爭壓力,但認為這是市場良性競爭的正常表現。「對酒品店而言,影響不可避免,但對消費者和酒類廠商則是利多。」

●酒類消費改革漸進

然而,部分酒品店業者對提案持觀望態度。華埠東百老匯的「新偉酒莊」店員表示,店內以老顧客為主,銷售渠道穩定,超市售酒對其影響有限。該店以銷售洋酒及茅台、二鍋頭等中國白酒為主。

家住曼哈頓上西區的丁女士表示,紐約市的居民區基本每條街都有一家酒品店,購酒也很方便,而且酒品選擇更豐富全面,專業性更強。「我覺得住在曼哈頓,這些酒品店、麵包店、雜食店就是生活方式的一部分,讓我對這個街區更有歸屬感。」

順應消費習慣的變遷,紐約州的酒類售賣改革在近幾年也提上來日程。州長霍楚(Kathy Hochul)與州議會此前已延長「外帶雞尾酒」政策五年。自1979年起,紐約市公共場合飲酒屬違法行為,但目前仍未放鬆。
